the indian military detained thousands of people during operation, including razakars, hindu militants, , communists. largely done on basis of local informants, used opportunity settle scores. estimated number of people detained close 18,000, resulted in overcrowded jails , paralyzed criminal system.


the indian government set special tribunals prosecute these. these resembled colonial governments earlier, , there many legal irregularities, including denial or inability access lawyers , delayed trials - red cross pressuring nehru.

the question of hindu-muslim balance in bureaucracy sensitive one. muslims had predominated in executive, police , administrative services. before invasion, indian cabinet, nehru s leadership, decided there few changes possible. however, patel, had well-known rivalry nehru, ran ministry little consultation indian cabinet. initial plans not followed after invasion, partly due different ideas @ various levels of administration. on hundred officers dismissed on ethnic basis, levels, , many local officers detained role in violence. pattern seen in new hirings well.


junior officers neighbouring bombay, cp , madras regions appointed replace vacancies. unable speak language , unfamiliar local conditions. nehru objected communal chauvinism , called them incompetent outsiders , , tried impose hyderabadi residency requirements: however, circumvented using forged documents.
