the constitution of socialist republic of romania, adopted in 1965, provided following in article 118: “the flag of socialist republic of romania has colors red, yellow , blue, arranged vertically, blue near flagpole. coat of arms of socialist republic of romania affixed middle”.


decree nr. 972 of 5 november 1968 regarding insignia of socialist republic of romania (rsr) described in detail coat of arms, seal, flag , state anthem of republic. attached commentary noted that, in absence of corresponding regulations, “there have appeared mistaken interpretations of these [constitutional specifications], incorrect or diverging usages of state insignia”. chapter iv of decree entirely devoted describing flag , protocol use. thus, flag defined having ratio of 2:3, colored stripes of equal dimensions. regular colors printed in annex , not expressly named. coat of arms placed in center; height  ⁄5 flag’s width. before, provided flag’s proportions differ ornamental purposes, coat of arms must in center, vertical. articles 13-21 , exhaustively covered flag protocol, describing raised permanently , temporarily (art. 13), protocol raising outside country’s borders (art. 14) , during demonstrations socialist organizations (art. 15), conditions lowering half-staff (art. 16, 17 , 18, art. 20 describing exceptions rule), conditions , manner draping caskets flag (art. 19), place of romanian flag in case flew besides 1 or more foreign flags (art. 21).


during revolution @ timișoara beginning on 17 december 1989, coat of arms of romanian socialist republic began removed flags, being viewed symbol of nicolae ceauşescu’s dictatorial regime. often, accomplished cutting or ripping out middle of yellow stripe, giving rise term flag hole .


decree-law nr. 2 of 27 december 1989 regarding membership, organization , functioning of council of national salvation front , of territorial councils of national salvation front provided @ article 1, among other matters, “the national flag traditional tricolor of romania, colors laid out vertically, in following order, starting flagpole: blue, yellow, red”.
