military colors

on 28 july 1950 great national assembly issued decree nr. 189 establishment of military colors of armed forces of romanian people’s republic, standards military air force , naval forces. article 2 defined units’ military colors follows: “three silk stripes colored red, yellow , blue, arranged vertically blue situated near flagpole. on edges flag has yellow metal fringes of wire, while fly corners each have tassel of same wire. on side oriented flagpole right, in middle, placed coat of arms of r. p. r. in natural colors. above coat of arms, on same side, in arched line, written letters of golden wire: ‘pentru patria noastră’ (‘for our fatherland’). on other side , in middle of flag, emblem worn on uniforms of officers of armed forces of r. p. r. applied. under emblem written straight, letters of golden wire, unit’s name. flagpole ends in ogive-shaped tip, within found five-pointed star, in center of written initials rpr”. law’s annex specified dimensions of flag (100 centimeter long 60 centimeter wide), coat of arms , emblem (20 centimeter high), fringes (5 centimeter long), flagpole (250 centimeter long) , of ogive (15 centimeter long 7 centimeter wide).

article 3 described air force ensign: “it made of sky-blue silk. ensign rectangular, each face having applied 18 red silk strips in form of sunrays. on edges, ensign has fringes , tassels same on military colors. in middle of face oriented flagpole right affixed coat of arms of r. p. r., while in middle of other face affixed emblem worn on uniforms of officers belonging armed forces of r. p. r. coat of arms of r. p. r., emblem , inscriptions identical of military colors”. annex specified dimensions of ensign , decorative elements, identical of military colors. in center of flag, ray had angle of 10˚. specified shade of blue used on flag: “iron blue”.

military colors , standards adopted during romanian people’s republic modified or changed decree nr. 106 of 24 december 1966 regarding regulations granting military colors of units , large units military branches, modifying display protocol ensigns , pennants of navy , coast guard ships, establishing distinctive emblem , commanders’ emblems navy , coast guard vessels, jack navy ships , distinctive ensign coast guard ships.

article 4 described romanian navy’s ensign thus: “made of 2 pieces of white , blue silk, rectangular, laid horizontally, blue one, beneath, having width of 20 centimeter, while white one, above, having width of 40 centimeter. coat of arms of r. p. r. applied middle of white surface on face oriented flagpole right, while on other face, in middle of while surface, emblem worn on uniforms of officers belonging armed forces of r. p. r. applied. coat of arms, emblem, inscriptions, fringes , tassels same of military colors”. annex specified flag’s dimensions (also 100 × 60 centimeter) , of coat of arms (also 20 centimeter high), distance edges of white strip (11 centimeter above , 9 centimeter below). words “pentru patria noastră” (“for our fatherland”) found on white strip above coat of arms, while “republica populară română” , unit’s name placed in middle of blue strip.

decree nr. 190 of 1950, published in same issue of buletinul oficial, established design of army soldiers’, officers’ , generals’ emblems. officers’ emblem five-pointed, red-enamelled star 34 centimeter in diameter. in center 2 circles: first, radius of 15 centimeter, enamelled yellow , touched star’s interior angles, while second, had radius of 11 centimeter, enamelled blue , in center had golden initials “r. p. r.”

the following year, decree nr. 124 of 20 july 1951 modification of art. 4 of decree nr. 189 altered navy’s ensign. new regulation provided 3 separate insignia: flag of navy land units, flag of navy ships , flag of coast guard ships.

the navy’s land units had flag “two pieces of silk, colored white , blue, rectangular in shape, laid horizontally, blue piece below, , white 1 above. in middle of white area facing flagpole right affixed coat of arms of romanian people’s republic, in natural colors, while on other side, in middle of white area, affixed symbol worn on uniforms of officers belonging armed forces of romanian people’s republic. coat of arms, emblem, inscriptions, fringes , tassels same of military colors described in article 2 [of decree nr. 189 of 1950]”. according decree’s annex, flag’s dimensions 100 × 60 centimeter, blue strip being 20 centimeter wide , white 40 centimeter, coat of arms 20 centimeter high , 11 centimeter away top edge of white strip , 9 centimeter away bottom.

naval ships

navy ships had ensign consisting of “piece of ordinary rectangular canvas, colors white , blue printed on either side, in 2 stripes laid horizontally, blue 1 below. coat of arms of romanian people’s republic, in natural colors, affixed middle of white area on both sides. ensign not have fringes or tassels [and] supplied cords , mechanism raising on stern beam or mast”. ensign coast guard ships different of navy ships in color of lower stripe—coast guard green. law’s annex described proportions ensign’s various elements; actual dimensions fixed armed forces ministry , interior ministry depending on ship’s size , place ensign raised. thus, flag 0.6 times wide long, being divided thus:  ⁄3 colored stripe ,  ⁄3 white stripe. coat of arms  ⁄3 height of flag’s width, being placed  ⁄6 of width away edges of white stripe.

between 1953 , 1964, due spelling reform, country’s name written on flags romînia , not românia.

decree nr. 93 of 17 april 1954 modification of art. 4 of decree nr. 189 established new vexillological devices: ensign of auxiliary navy ships (the previous ensign continuing in use battleships) , pennants navy battleships, auxiliary navy ships , coast guard vessels.

the ensign of auxiliary navy ships made of “ordinary canvas, rectangular , blue. in upper corner on side attaches cord, has imprinted on both sides colors white , light blue, in 2 horizontal stripes, white 1 above. middle of white area, on both sides, affixed coat of arms of romanian people’s republic, in natural colors”. ensign’s proportions indicated in annex. 0.6 times wide long: upper left part of standard similar in proportion basic elements of battleship standard, while dimensions 0.5 of flag’s length , 0.3 of width.

navy , coast guard vessels had masthead pennant made of “ordinary rectangular canvas, red navy battleships, blue auxiliary navy ships , green coast guard ships [the width 0.6 of length]. @ edge near cord, colors white , light blue imprinted on both sides, in 2 horizontal stripes, navy ships , white , light green on coast guard ships [in proportions of  ⁄3 ,  ⁄3 respectively; area’s length 0.075 of pennant’s length]. in both cases white shall above. coat of arms of romanian people’s republic, in natural colors affixed middle of white area on both sides [with height  ⁄3 of pennant’s width , located  ⁄4 ,  ⁄6 of width away edges of white area]. @ other end, pennant cut in form of sharp angle pointing inward [the cut 1.2 times deep length of white , colored area near cord]. ships’ pennany provided cord , mechanism being raised on tall mast”. proportions of pennant’s component elements indicated in annex, actual dimensions remaining decided armed forces ministry , interior ministry.

military colours, 1968 pattern

all flags of former 1950 pattern replaced altogether in 1967 new national colours pattern armed forces , other uniformed services, wherein emblem of socialist republic used. in attached commentary, mentioned previous regulations no longer valid, because:

military colors of naval land units no longer featured national flag colors, white , blue;
ensigns , pennants of navy , coast guard ships no longer featured national flag colors , thus—even @ close distances—romanian ships confused of other nations;
the air force flag no longer necessary, did not correspond new organization of air force within armed forces.

the new design return naval forces , air force of national flag design basis unit colors, retained land forces.

article 2 of decree provided “the military colors granted council of state of romanian socialist republic units , large units military branches armed forces ministry, units internal affairs ministry, @ founding. flag granted, depending on case, @ initiative of armed forces minister or internal affairs minister. granting of flag done in name of council of state of romanian socialist republic representative of armed forces, respectively of internal affairs minister”. first clause of article modified decree nr. 150 of 19 june 1974 regarding modification of laws , decrees: “the flag granted presidential decree units , large units of military branches armed forces ministry, units internal affairs ministry, @ founding”.

ensigns of navy , coast guard vessels consisted of military colors of respective units.

the pennant device indicated ship armed , commanded navy officer. consisted of “ordinary canvas, in shape of isosceles triangle, base toward attaching mechanism , flag colors , coat of arms of romanian socialist republic printed on both sides”.

the jack “an ordinary square canvas, having printed on both sides flag colors , coat of arms of romanian socialist republic. 2 crossed white anchors of same size coat of arms affixed blue area”.

the distinctive ensign of coast guard vessels consisted of “an ordinary white rectangular canvas, half near attaching mechanism green, upon affixed white anchor”.

naval rank flags

decree nr. 1016 of 1966 created legal framework establishment of distinctive rank flags , commanders’ rank flags, raised on navy , coast guard ships, in accordance services’ sailing regulations.

a distinctive rank flag raised when “the general secretary of central committee of romanian communist party, president of council of state of romanian socialist republic or president of council of ministers of romanian socialist republic [was] on official visit” aboard ship.

the commanders’ rank flag flown in similar situations for: “the minister of armed forces of romanian socialist republic, commander of navy, commander of large unit of ships of commander of group of ships temporarily constituted”.

the form, colors , dimensions of flags remained fixed regulation.

patriotic guards

decree nr. 90 of 27 april 1977 regarding establishment of military colors patriotic guards , regulation of bestowment created special symbol units of patriotic guards. similar military colors of military units, exception of inscription on flag’s reverse side — “gărzile patriotice” — in arched line above coat of arms, , administrative unit in formation located (the municipality or county), in straight line beneath coat of arms. dimensions indicated in annex: canvas 100 centimeter long , 66 centimeter wide, text 6 centimeter high, fringes 5 centimeter long, flagpole 240 centimeter long , 4 centimeter wide, while ogive @ end of flagpole 15 centimeter high. according decree, flag granted unit commanders of county-level or bucharest-level patriotic guards, or representatives of general staff of patriotic guards central committee of romanian communist party, following presidential decree purpose. patriotic guards distinguished in training exercises national defense , comprised @ least 2000 fighters eligible receive unit flags.
