on january 13, 1982 air florida flight 90, boeing 737, clipped 14th street bridge before crashing potomac river shortly after takeoff national airport. of 74 passengers , 5 crew members on board, 4 passengers , 1 flight attendant survived crash. in addition, due heavy traffic on bridge @ time snow storm impacting region, 4 motorists in vehicles on bridge killed. snow storm, , traffic congestion noted delay response , impede access of response resources throughout region. due deficiencies noted in response in icy waters, department improved river rescue capabilities airboats capable of operating on surface ice of river.
