the governorates (arabic: محافظات muhafazat) of palestinian authority founded in 1995 replace 8 israeli military districts of civil administration: 11 governorates in west bank , 5 in gaza strip. governorates not regulated in official law of decree palestinian authority regulated presidential decrees, presidential decree no. 22 of 2003, regarding powers of governors.
the regional governors (arabic: محافظ muhafiz) appointed president. in charge of palestinian police force in jurisdiction coordinating state services such education, health , transportation. governorates under direct supervision of interior ministry.
the governorates in west bank grouped 3 areas per oslo ii accord. area forms 18% of west bank area, , administered palestinian authority. area b forms 22% of west bank, , under palestinian civil control, , joint israeli-palestinian security control. area c, except east jerusalem, forms 60% of west bank, , administered israeli civil administration, except palestinian authority provides education , medical services 150,000 palestinians in area. 70.3% of area c (40.5% of west bank) off limit palestinian construction , development. these areas include areas under jurisdiction of israeli settlements, closed military zones, nature reserves , national parks , areas designated israel state land . there 330,000 israelis living in settlements in area c, in judea , samaria area. although area c under martial law, israelis living there judged in israeli civil courts.
