the ground forces reluctantly became involved in russian constitutional crisis of 1993 after president yeltsin issued unconstitutional decree dissolving parliament, following parliament s resistance yeltsin s consolidation of power , neo-liberal reforms. group of deputies, including vice president alexander rutskoi, barricaded inside parliament building. while giving public support president, armed forces, led general grachev, tried remain neutral, following wishes of officer corps. military leadership unsure of both rightness of yeltsin s cause , reliability of forces, , had convinced @ length yeltsin attack parliament.
when attack mounted, forces 5 different divisions around moscow used, , personnel involved officers , senior non-commissioned officers. there indications formations deployed moscow under protest. however, once parliament had been stormed, parliamentary leaders arrested, , temporary censorship imposed, yeltsin succeeded in retaining power.
