leeds corporation tendered designs architects in 1852, in open competition. sir charles barry, @ time still occupied rebuilding palace of westminster, selected advise town hall committee in judging. contract won cuthbert brodrick, young architect hull unknown outside home town. had travelled extensively in europe in 1844-5 , acquired love classical architecture. twenty-nine when won competition town hall. second place in competition given partners henry francis lockwood , william mawson, had designed st george s hall, bradford in 1849, , later went on build bradford city hall in 1869.
the town hall committee had reservations after selecting brodrick; asking charles barry affirmation in brodrick s abilities in construction of such large building, relating him being young, barry responded satisfied council might trust [brodrick] perfect safety. next, committee took unusual step of insisting in clause in brodrick s contract stating receive no payment beyond of accepted estimate of £39,000 if work costs exceeded it. brodrick agreed clause, , sub-committee formed superintend progress of works .
