the justices of constitutional court (also known council of grand justices) provides rulings on following 4 categories of cases:
a petition interpretation of constitution shall filed in following circumstances:
where central or local government agency uncertain regarding application of constitution while exercising powers, or, if agency, while exercising powers, has disputes agency regarding application of constitution, or if agency uncertain of constitutionality of particular law or order when applying same;
where individual, juristic person, or political party, alleges or constitutional right has been infringed , has exhausted judicial remedies provided law, questions constitutionality of law or order applied court of last resort in final decision;
where members of legislative yuan, in exercising powers, uncertain regarding application of constitution or regard constitutionality of particular law when applying same, , @ least one-third of total number of members of legislative yuan have filed petition; or
where court believes particular law, applying case pending it, in conflict constitution.
