the project officially designated bay freeway seattle city council on april 12, 1967, part of ordinance renamed part of state route 99 alaskan freeway , officially named proposed r.h. thomson expressway thomson freeway. during second public hearing, held on june 23, city council endorsed $5 million elevated option bay freeway amid appeals local architects , citizens planning council. among 16 proposals considered, cut , cover tunnel rejected because of $16 million cost, steep grades , larger disruption of local businesses , railroads. seattle center selected preferred site of multi-purpose domed stadium in 1968, assuming bay freeway built prevent event congestion, forcing project redesigned next 2 years.


the design report bay freeway project published on february 10, 1970, , subsequently distributed project. report featured new design freeway, including ramps parking garage serving domed stadium , aesthetic standards meant complement existing seattle center. 5 additional public hearings held seattle city council in 1970, support r.h. thomson expressway , other proposed freeways subject of highway revolts similar in other american cities. during april hearing, former state department of highways director charles prahl spoke out against bay freeway , predicted cause traffic onto i-5 during rush hour. voters rejected forward thrust initiative have built proposed domed stadium @ seattle center on may 19, removing 1 of main reasons build freeway , forcing city council consider scaling down proposal. june hearing resulted in removal of r.h. thomson freeway comprehensive plan widening of bay freeway 6 lanes support expected 2,610 drivers during rush hour.


the city council approved $28 million bay freeway proposal, matched additional $28 million federal government, 5–3 vote on december 21, 1970. right of way acquisition began following march, $6 million appropriated purchase , condemn properties on 7 blocks between mercer , valley streets.
