tropical depression 16w formed 205 nautical miles (375 km) east-southeast of dong tac airport, vietnam on morning of 16 september. reached tropical storm strength overnight local time , named vicente, chamorro male name. shortly after forming, vicente interacted tropical disturbance west of luzon , made cyclonic loop. vicente absorbed disturbance before passing south of hainan island. eventually, vicente tracked vietnam coast northwest of huế on 18 september , gradually dissipated.
