history
1930s – 1960s

mrsc formally established on july 1, 1934 bureau of governmental research. housed @ university of washington’s department of political science, created research arm of association of washington cities purpose of “work[ing] in conjunction officials of association in providing better information through greater research facilities, in interest of better , more economical municipal operations , services.”. awc hired russell barthell, executive secretary of city club of portland @ time, first full-time employee.


in 1939 bureau split awc. ronald h. webster, lawyer serving chief counsel , legal adviser washington state tax commission, brought on lead organization, role filled until 1967. in 1945, webster secured permanent funding organization state government through passage of house bill 213. law established bureau official research , services agency cities , towns in washington state, relationship maintains today through rcw 43.110.030.


from inception through 1960s bureau responsible hosting annual institute of government. multi-day conference held @ university of washington designed “in-service training school” public officials in washington, consisting of intensive training on municipal law, taxation, budget preparation, accounting, , personnel administration. however, 1940 institute had morphed general conference on emerging municipal issues, or called it, “20th century version of ‘ole town hall meeting’”. opening public gained wider popularity, attracting on 1,000 attendees in 1949. event discontinued after bureau’s relationship university ended in 1969.


1970s - 1980s

in 1969, state developed new arrangement whereby bureau of governmental research @ university of washington dissolved. in place independent nonprofit called municipal research , services center of washington (mrsc) created , contracted state’s newly formed municipal research council. part of new contract mrsc established research library resource local government public servants. of 2011 contained 12,000 books , subscribed 300 periodicals. broader role , tighter relationship state, 1970s large growth period mrsc, research requests tripling on 3,000 annually.


1990s – present

in past 2 decades, mrsc has expanded services. in response passage of growth management act in 1990, mrsc added new consulting focus on planning , development. subsequently hired 2 full-time planning consultants , started publishing series of handbooks on planning in partnership state’s department of community development. in 1997 mrsc broadened customer base making available washington county employees , officials. organization has since contracted number of associate partners serve special purpose districts including water , sewer districts, public hospital districts, , transit districts. in 2002, mrsc started mrsc rosters program, statewide small works , consultant roster system hosts rosters on 350 municipalities.

table 1 - euroexam cefr equivalence euroexam provides tests of communicative english language proficiency @ 5 of 6 levels of cefr, practical tool language professionals evaluate different linguistic competencies of ‘can do’ descriptors. euroexams written, marked, , results calibrated based on cefr levels. means euroexam c1 level pass equivalent other exam board’s c1 level pass, example ielts 6.5 no element less 5.5., or cambridge english language assessment s 180 or cae grade c. (see table 1) euroexams has been directly involved in number of cefr development projects, last of in 2016. euroexam employs combination of internal , independent research support claim of equivalence cefr , other major exams.
