as result of vote in february 1972, state highway department transferred $5.7 million in trust funds meant bay freeway expanding u.s. route 195 between spokane , pullman in eastern washington. state highway director george h. andrews warned dual cancellation of bay freeway , r.h. thomson expressway, latter having been defeated on same day, overload i-5 far beyond design capacity, particularly in serving freight traffic near industrial district. seattle mayor wes uhlman predicted congestion on mercer street continue worsen, stating there no real alternative bay freeway , criticizing rejection part of nationwide reaction freeways , concrete .


mercer street had been split couplet, westbound traffic diverted valley street 1 block north, temporary solution seattle center congestion in 1968. between , 1990, city of seattle has had 58 studies proposing various methods of reducing congestion on mercer street, of them rejected seattle city council. among notable proposals include four-block, $100 million tunnel supported mayor charles royer in late 1980s, , broad street throughway plan lower broad , mercer streets , add park lid @ south end of lake union. failed seattle commons levy, proposed building 61-acre (0.25 km) urban park in south lake union neighborhood in 1995, included plans below-grade freeway along mercer street estimated cost $93.8 million.


the seattle department of transportation secured $190.5 million in 2010 fund mercer corridor project , proposed improving traffic flow restoring westbound lanes on mercer street. groundbreaking ceremony held following september, construction on project starting shortly thereafter, hoping reduce congestion on mercer street. after 2 years of construction, expanded six-lane mercer street opened traffic on august 27, 2012, allowing two-way traffic between dexter avenue north , i-5 carried mercer street first time in 44 years. two-way segment extended west 9th avenue north on may 30, 2014, removing final section of one-way traffic on mercer street, while permanently closing broad street in preparation alaskan way viaduct replacement tunnel project.
