the homestead act of 1862 encouraged 600,000 families settle west giving them land (usually 160 acres) free. had live on , improve land 5 years. before civil war, southern leaders opposed homestead acts because feared lead more free states , free territories. after mass resignation of southern senators , representatives @ beginning of war, congress subsequently able pass homestead act.
